REQUEST FOR QUALIFICATIONS AND PROPOSALS 

FOR A SECURITY CONSULTANT 

FOR THE 

CADDO BOSSIER PARISHES PORT COMMISSION

 

On or before 4:00 p.m., Central Daylight Time, January 31, 2018, the Caddo Bossier Parishes Port Commission, (“the Commission”) will receive Statements of Qualifications and Proposals (“the Statements”) from parties interested in assisting the Commission with the development of a security assessment and comprehensive security master plan.  A selection is expected to be made on or before March 1, 2018 and the consultant’s services would be utilized immediately thereafter.  Informational and mandatory pre-proposal meetings will be held at the address listed below on January 16th and 23rd, 2018 at 2:00 p.m. and respondents must attend at least one of the meetings.  The assistance sought may be needed only on a temporary basis.  The Statements must be received in the Commission office at the address below prior to the deadline.  All Statements received by the deadline will be opened at that time by the Executive Port Director or his designee and the names of the submitting parties, but not the contents of the Statements, will be made public at that time.  Statements received after the deadline will not be accepted.  All Statements received will become part of the public records of the Commission and will not be returned.

PLEASE NOTE:   

The selection of a Security Consultant to provide the described scope of services will not be made on cost alone, but may be made based on the consideration of qualifications and related factors contained in this RFQ&P.

 

GENERAL SCOPE OF SERVICES

 

The Commission is a political subdivision of the State of Louisiana created by the Louisiana Constitution and now governed by La. R.S. 34:3158 et seq. for the purpose of regulating commerce and traffic in the Parishes of Caddo and Bossier.  

 

The Commission's success is dependent upon adequately securing its people and assets.  Though the Commission owns approximately 2,300 acres upon which there are 17 companies operating with approximately 1,500 employees, there are three major areas under the Commission’s ownership and control in need of an assessment by the selected Security Consultant, including:  (1) the Commission’s General Cargo Wharf, (2) the Commission’s Regional Commerce Center and (3) the 5 entrances/exits and the internal roadway network of the Commission’s Port Complex.    

The Commission is requesting the statement of qualifications and pricing proposals to perform a security risk assessment of the areas in the aforementioned paragraph.  Upon completion of the assessment, the Security Consultant will utilize the information gathered from it to deliver to the Commission a comprehensive security master plan, which will include but not be limited to implementation and physical security upgrade costs (initial and ongoing) for recommended improvements included in the plan.  

 

At a minimum, the security assessment and comprehensive security master plan will:  (1) identify security related threats from internal and external sources during and after operating hours, (2) crime analysis, (3) identification of critical assets and the most likely threats to such assets, (4) analyze vulnerabilities, (5) identify and assess impacts of threat scenarios, (6) identify actions that mitigate risk and provide an analysis of mitigation actions (7) identify technology that will assist the Commission in monitoring activity at the areas described herein, and (8) determine whether on-site security personnel is required.  

 

The Commission desires to retain the services of a Board Certified, independent and non-product affiliated Security Consultant or firm, preferably credentialed through the American Society for Industrial Security International (ASAS) as a Certified Protection Professional (CPP) or Physical Security Professional (PSP) or a Certified Security Consultant (CSC).     

 

INFORMATION REQUIRED FOR 

STATEMENT OF QUALIFICATIONS AND PROPOSAL

 

The Statement of Qualifications and Proposal must clearly address each of the following criteria in the order listed.  

 

1. Name of Security Consultant or firm, owner, address, email and telephone  number.

2. Personnel qualifications.  Identify the key individual who will serve as the consultant to the Commission.  Provide his or her résumé and summarize his or her experience.  Provide the same for others (if any) in the firm who may assist with the provision of services.

3. Specialized security services competence.  Provide information about the consultant and/or firm's experience with the U.S. Department of Homeland Security/U.S. Coast Guard requirements for port authorities and in providing security assessment services to governing authorities specifically including, but not limited to, Port authorities. Provide at least two references from these organizations including the names, contact persons and phone numbers.  Please describe any maritime experience of any consultant/employee who may assist the Commission.

4. Capacity and capability.  Provide information about the consultant and firm's capacity and capability to perform the services described herein on short notice and in a timely manner.   

5. Approach to communicating with the Commission.  Describe the approach to communicating with the Commission in regard to progress reports, status reports, recommendations, etc.

6. Understanding of services to be provided.  Describe the consultant’s or firm's understanding of the scope of work.

7. Work schedule and Current Assignments.  Provide a plan for service delivery.  Provide a statement concerning your firm's ability to devote sufficient time and resources to the Commission's work in relation to existing assignments the firm and the above-named individual(s) are currently involved with or will become involved with over the next several months.

9. Costs for Providing Services.  Please provide an hourly rate for all parties involved in the completion of the assessment and security master plan.  In addition, provide a statement of any and all other fees and/or charges to complete the services described in this RFQ&P.  

10. M/WBE Participation.  The Commission is committed to the growth and development of women and minority business enterprises (M/WBE).  In furtherance of this commitment, the policy of the Commission is to encourage minority participation in all its contracts and activities.  The Commission seeks to obtain participation by women and minority owned business enterprises.  Please provide a statement regarding the firm's policy in support of these goals.

11. Certificate.  The Statement must include the following certificate:

 

I certify that the above information is correct and complete to the best of my knowledge.  I also certify that to the best of my knowledge or belief, no commissioner or employee of the Caddo-Bossier Parishes Port Commission is financially interested, directly or indirectly, in my firm or in the purchase of services as described in this RFQ&P.

CONSULTANT QUALIFICATIONS

 

1. The consultant shall be non-product related.

2. No fewer than ten years’ experience in performing security assessments and technical security designs for facilities.  

3. Minimum insurance requirements of:

 

GL; $2 Million General Aggregate, coverage to include professional liability 

Errors and Omissions; $500,000 each incident

Workers Compensation; $500,000 each employee

1. Demonstrated experience in conducting security assessments for large facilities such as the Commission’s Port Complex.

2. Experience with security system design and cost estimating.

3. The security consultant submitting the proposal shall not be in the business of selling security systems hardware, software, guard services or any other related product or service.

 

PROPOSAL EVALUATION

 

Proposals for Security Consultant services will be evaluated based on the following criteria:

 

• Expertise of consultant or firm in the areas of security to ports and other public and private facilities

• Expertise of assigned personnel and experience with similar assignments

• Cost of services in relation to scope

• Responsiveness to the Request for Qualifications and Proposal

• M/WBE Business Participation

 

The Commission reserves the right to establish further criteria for evaluation of qualifications, to require additional submissions, to waive any informalities in submissions, to reject any or all submissions and to negotiate with successful parties.
